Walker County 2016 EQIP Program
Executive Summary

The USDA-Natural Resources Conservation Service (NRCS) in Walker County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2016 Fiscal Year. This signup will be held on a continuous basis.

Any eligible land user who has a resource concern or problem on pastureland, cropland, forestland, or hay land may apply for assistance through this program.

All applications will be ranked according to the national 2016 EQIP ranking tool. Contracts will be developed for approved applications in order of descending environmental points from the ranking tool.  An applicant will only be able to submit an application in one group in the county-wide fund pool, but can apply in as many state-wide funding pools as he/she is eligible for.

All applications will be grouped by agricultural operation type and/or specific resource concern addressed.  The groups consist of and have been prioritized by the USDA work group as follows:

  1. Grazing Lands
  2. Forestry and Wildlife
  3. Water Quality/Animal Waste
  4. Erosion/Soil Quality
  5. Irrigation Water Management


Applications will then be funded by alternating between each group.  The highest ranking applicant in Group 1 will be funded, then the highest ranking applicant in Group 2 will be funded, and so on until all highest ranking applicants in each group are funded.  Then the second highest ranking applicant in Group 1 will be funded, followed by the second highest applicant in Group 2, and so on until all applicants are funded or the funding is depleted.

The first batching period for ranking and prioritizing applications will end October 16, 2015. Additional batching periods will be used, if funds remain available. Any application filed after a batching date will be considered in the next pool of funding.

All conservation practices will be the same as in the 2016 Alabama NRCS state approved EQIP Practice and Payment Schedule. Planned conservation practices used to address the resource concerns will come from this list, as will the resulting payment rate for these practices. Limited Resource Farmers, New and Beginning Farmers, and Socially Disadvantaged Farmers will be paid at an increased payment rate.


  • Forest Site Prep (490) shall not exceed $10,000.
  • Tree Establishment (612) shall not exceed $10,000.
  • Waste Storage Facility (313) shall not exceed $10,000.
  • Waste Storage Facility Roof (367) shall not exceed $10,000.
  • No payment will be made for any single component of a watering system until all applicable practices are installed.  (i.e. pipeline, HUA – Heavy Use Area, trough, well, well pump, pond, watering ramp, fence)
  • Any permanent trough installed must be placed directly on a concrete pad with a heavy use area around it sized according to livestock type.
