Winston County 2016 EQIP Program
Executive Summary

The USDA-Natural Resources Conservation Service in Winston County, Alabama, is accepting applications for the Environmental Quality Incentives Program (EQIP) for the 2016 Fiscal Year. Applications will be accepted on a continuous basis. Any eligible land user who has a resource concern or problem on pastureland, hay land, cropland, forestland or other eligible agricultural land may apply for assistance through this program.

Local resource concerns have been discussed and identified by the local USDA work group. The concerns have been prioritized as:

  1. Grazing Lands
  2. Forest Health/Wildlife
  3. Water Quality/Animal Waste
  4. Erosion/Soil Quality
  5. Irrigation Water Management


If an application is submitted for Cogon Grass control of an area of ½ acre or more it will be given High Priority. All other applications will be prioritized as Medium or Low.

All applications will be ranked using an environmental benefits worksheet. Approvals will be given to those applications that will provide the greatest environmental benefits, i.e. those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated.

The first batching period for ranking and prioritizing applications will end October 16, 2014. Additional batching periods will be used, if funds remain available. Any application filed after a batching date will be considered in the next pool of funding.


The Alabama NRCS state approved EQIP Practice and Payment Schedule will be used in Marion/Winston County, with the following exceptions:

  • Residue management (conservation tillage) incentive payments will be limited to $3,884 per applicant unless funds remain after funding of all the eligible county concerns.
  • Pasture planting will be limited to $9,950 per applicant unless funds remain after funding of all the eligible county concerns. If the acreage limit is raised because of the availability of funds, the acreage limit will be raised equally for all eligible applications.
  • Nutrient Management and Pest Management as related to Precision Ag will have a limit of $4,000 per year for 2 years per participant for both Nutrient and Pest Management on the same acres. A maximum of $8,000 per year for 2 years per participant for either Nutrient or Pest Management.
  • Prescribed Grazing (Pest Management) for noxious weed control will be a maximum of $3,600.
  • Fencing (related to cross fencing) will be a maximum of $7,920.
  • Watering facilities (troughs) are limited to $6,050.
  • Tree planting (612 only) is a maximum of $8,215.

Limited Resource Farmers, New and Beginning Farmers, and Socially Disadvantaged Farmers will be paid at an increased payment rate.
