Jackson County 2016 EQIP Program
Executive Summary

The USDA-Natural Resources Conservation Service (NRCS) in Jackson County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2016 Fiscal Year. This signup will be held on a continuous basis. Any eligible land user who has a resource concern or problem on pastureland, cropland, hayland, forestland and wildlife land that is addressable under the offer practices may apply for assistance through this program.

The following resource concerns, shown with the assigned priority, will be addressed under the 2016 program.

  1. Pastureland/Grazing Lands  
  2. Erosion/Soil Quality
  3. Water Quality/Animal Waste
  4. Forestry/Wildlife

The first batching period will end at close-of-business October 16, 2015. Applications received after the close of the batching period will be evaluated and considered for funding in subsequent county or state-wide designated batching periods, if any. The subsequent county batching period ending date(s) will be determined.

Unfunded 2016 applications remaining after available funds are obligated will be retained as active and will be eligible for subsequent program year funding.

All applications will be ranked using the State-wide, web-based environmental benefits worksheet arranged for Jackson County. County program applications will be accepted and ranked based on one application per resource concern per person/entity, i.e., all farms/tracts on which program assistance is requested by an entity for a particular resource concern will be evaluated, planned and funded as one application.  Applicants will be limited to one resource concern.  Applications which represent the greatest environmental need, i.e., the highest score on the worksheet, will be funded first.  Contracts will be developed for approved applications, based on the order of descending points, until all available funds are obligated. Applications scoring "0" points will be ineligible for program participation.

A listing of available practices is shown below along with any funding limitations. Boundary fencing will not be eligible for financial assistance, except for incidental areas associated with fencing for other approved purposes.  Newly established permanent vegetation must be protected from grazing until stand is well established, usually one full growing season.  Pasture re-establishment requires the existing vegetation to be eliminated through tillage or herbicide application prior to planting new forages.

  1. At least one application (the top ranked) will be funded in each of the four resource concerns, as funds are available, then priority rankings based on resource concerns will be utilized to determine funding order.
